A service monitor is defined as any device or service you set up to be monitored. For example if you want to monitor http on your web site, that counts as 1 monitor. If you have 3 service monitors available, you could monitor 3 services on 1 web site, i.e. http, smtp, pop3 OR you could monitor http on 3 different web sites, the choice is yours.
